I've just restarted and wanted to lease some 6 planes and I cant order. Is this not running yet?

Aircraft leasing isn't functional yet, it's still a work in progress

Can you return a plane to the lessor prior to the 12 month timescale?

No, that hasn't been implemented yet. Eventually you will be able to cancel and extend aircraft leases just like you can gate leases.
