I'm not familiar with the situation in Russia, but what Aussie (and most everyone else) did on CA should not be assumed as valid in RL. To my knowledge, an airline is regulated based off the country in which it is based and as such it's aircraft have to be registered in that country. That's why Norwegian set up a subsidiary in Ireland (which you can do in the EU because of European law) instead of sticking with its Norwegian brand and just registering aircraft in Ireland.
To the larger point, this is really something minor and I guess I don't care seeing as aircraft registration isn't something I see as game-critical nor something I as a player put a lot of value in. I'd say do whatever's easier and move on.
In general, foreign ownership of airlines is never allowed above 49% and in many countries (like the US) that number is significantly lower.
