Independent of value passage, The aircraft don't change the passagers load, all time have 139PAX, if I change the passage value its not change... Its happen with flight =579623 with A/C id =34520... the route have demand, both airports is leght runway... I didnt understand what is happened

Is the distance too far for your A/C to fly?

767-300ER Runway Requirement: 8,700 ft
WRO Runway Length: 8,202 ft
There is the crux of the problem. Passengers must be removed to get the aircraft under the maximum weight to fly that route.

Its strange... cause A350 its required 8500ft... Only 200" of diference from 767-3ER and 300ft of diference from RWY requeriment... and it took off with 100%...

Same route
With the A350-900.. same royte GRU/WRO/GRU.. its took off with 293Pax... the maximum capacity of there configuration is 300Pax...

The A350 has a lot more range than the 767-300ER. So the 767 is filled full with fuel for this route while the A350 is maybe 65-70% capacity. That decreases it's weight and thus decreases the required runway. Combine that with the extra 200 feet and the A350 will have no problem flying the route where as the 767 can not.
The game uses a proportion:
Where X is the calculated actual runway requirement for the aircraft. Actual weight = OEW + Fuel Weight + PAX weight (220/pax) + Misc weight (crew, supplies, food, etc).
