Why's that? Why not have a system where you can move funds from your main airline into a subsidiary, and then the subsidiary can use those to lease gates, pay staff, buy aircraft, etc in the same way the main airline would? I personally don't see a reason to put in a massive startup fee 'just because'...anyway, I think a new thread should be started to discuss this.
To set up a subsidiary is expensive, the subsidiary has to receive its own AOC. I wasn't able to find an estimate for the cost for EasyJet to create a European subsidiary was £20 million (https://runwaygirlnetwork.com/2017/02/06...d-easyjet/) For a subsidiary to be any use it then also has to buy an aircraft at its own cost. Im not realy sure I understand your point regarding moving funds between the subsidiary to the main airline, surely it should be possible to move funds in both directions or even just have one central account.
