There is no passenger limit, what I believe is happening is that you are effectively competing with your self. By sending out lots of your planes then there are less passengers to travel on the remaining ones. I don't believe there is a "hard" limit, you will be able to make more flights with smaller aircraft then bigger one and the more demand the more times you can run a flight. Personally I think that this is an excent addition which sets the game apart, a weekly flight may be a reasonable and profitable endever but there might not be enough passengers for an hourly. Personaly I think the current fall in the passengers is reasonable but maybe in due course this feature should be better explained on the guide?
