[CONFIRMED] No gate avaliable charge a d rep loss

I have been noticing that i have been charged for landing with no gate avaliable and having a negative reputation. Most recently it has been happening at my slots at LGW, ORY and DUB. Strange seeing as the slots are not full and they are not displayed as full in the gates page.
And at LGW for example i have a total of 8 slots and oly 7 aircraft in my fleet so im confused..
