Alright; so based on these discussions I'm going to tentatively mark this as "Confirmed". If anyone else has further thoughts on it feel free to comment. But for the longevity of the game I feel like implementing political restrictions along with subsidiaries/fees of some sort for operating outside of those restrictions is the correct choice for the future of the game.
I won't actually begin working on this for a while, still have lots to do before then.
