[IMPLEMENTED] Aircraft Lead Times

When leasing if you hover over the ? icon next to delivery date it will show you the lead time and build time. I forgot to add the build time for aircraft purchasing however, I'll need to do that. Or perhaps I can just take that info out of the ? box and display it on the main page under delivery options.
