Yeah handling contracts are common. It’s usually an arm of a regional carrier or outsourced elsewhere. Very few airlines do ground handling themselves outside their own hubs. It is (or at least was) a big chunk of business for a good number of regionals. I don’t really think how much you pay makes much of an impact on turn times (MX is a bit of a different story) but outsourcing of ground handling is extremely common
