You need to upgrade your headquarters building. It is too small for the number of employees you have, thus the low happiness. Executives, Corporate Ops and a portion of Customer Service agents are housed in your headquarters.
Manage Airline ==> Infrastructure will show you the usage and capacity of your building. Click (Manage...) and upgrade to a level that has the capacity you need.
