Creating route on behalf of political restrictions

Hi.

I have a question.

My airline is in Colombia and when political restrictions be implemented, Is it mandatory to create all the routes starting in the country of origin or is it possible to create a LGW-MDE-LGW route? I mean my HQ is MDE but apparently the route starts in LGW and the system could interpret that I can not depart from England even though it is the same as creating the route MDE-LGW-MDE.

Why to implement political restrictions in the game? I don't like this idea.
