It be a risk reward situation, you can say no risk, but than you never get the full rewards. The real risk is not so much the money, but reputation if you constantly overbook it will hurt you fast specially when we talk about the social media age.
Im not sure, I still think it should be possible to get 100% without overbooking, as you can still sell all of the seats, the point of overbooking is to sell more then you have. I cant remember if/when we talk about a formula to calculate the loads on aircraft but it could be that by default this formula gives the amount of passengers on the plane, and if more passengers then seats the system only assings the about of passengers at which there are seats. By enabling overbooking you could increase the amount of passengers available beyond this, on the basis that x will not show (anyone find any figures?). A random amount of no shows would then be generated before the flight. Each of these could incur there own cost (say, 1.5 times the price of a ticket?) and a reputation penalty.
