Probably city served, that way in the future I can create some search function to "show all airports in London" for instance and it will show all 7 or however many there are.
But then theres cases where sometimes an airport would serve two cities, like BWI baltimore/washington. Is it baltimore? or washington? technically its both. There is a way to have multiple cities assigned to an airport but it would require some changes.
