How should we go about in-flight service? Should it be done across the board on all your flights, or should you be able to create several configurations of IFS and assign them to routes based on distance? Or should we go about it another way entirely? Any and all ideas/comments are welcome.

Oh yeah, on delta you pay for everything. My dad was just on a delta flight and I think he said even the peanuts you had to pay for. They were charging like 10 cents or some convoluted number like that lol.
I like the simple solution of picking a package and then rolling it out across all flights, that's the easiest thing for me to code. Rather than something along the lines of picking/choosing what routes you offer services on. Although thinking about it I don't think that should be very difficult either. Just a 1/0 toggle in the database for IFS.

Perhaps by class? So in First Class you provide passengers with this one meal arrangement, in Business Class with another, and in Economy with a third package. The costs of providing this (and the reputation benefit) is calculated by the per seat costs (and the per seat reputation bonus) multiplied by the number of seats of that class on the aircraft operating the flight...
