So a version of this has been implemented. Your HQ (and in the future, any hubs you create) will appear at the top of the list under "Your Hubs". Then below that all possible destinations will appear.

The only thing is your hubs will appear twice, once under "Your Hubs" and again under "All Destinations". Just due to the way everything works I would have to re-work a lot of the code in order for hubs to be excluded from the second list of destinations. Eventually I will probably change it, but for now we will just have to deal with hubs being listed twice.
Also, unfortunately in order to actually see the effect of this, you'd need to reset your airline. I just don't have time to go through and manually add a hub for each airline at their HQ airport.
