The problem with that is the inconsistency and contextual factors at play. Not many people choose to visit Moscow in winter (because it's bloody freezing), nor do many people visit Dar es Salaam in the summer (beyond the weather there are other considerations).
There is also high winter-demand in Europe for exotic and warm destinations as much as for cold winter ones (I'm thinking of the Maghreb especially).
Cherry on the cake, you would have to invert the whole system for South America, Africa and Oceania...
