I don't know if I can create a system where there is a finite number of slots available. Maybe I can work time of day into it, and calculate how busy the airport is at certain times, and possibly charge more for landing during peak hours.
I was thinking along the lines of something like this:
Dedicated gate: gives you access to 10 slots per day on a per-week cost basis
Shared gate: gives you access to 1 slot at a time on a per-use cost basis
So a slot is essentially equal to 1 landing. I could keep track of how many landings you make at each airport, and thus how many slots you have used for the day. If you go over your slot limit, you would be charged some extra fees similar to how it is now if you land without a gate available. I might get rid of the reputation penalty, not sure.
You would still be able to see aircraft locations like "On-Ground at CDG" for example but there would no longer be a specific gate tied to each on-ground aircraft. Just a slots available/used stat.
