In my opinion the gates should work in the following way:
Dedicated gate = Used by airline staff to disembark passengers.
Shared gate = Used by airport staff to help airline staff to disembark passengers in additional gates or by using stairs.
The airline must schedule every flights for each plane arriving one behind the other with enough time for passenger disembarkation. It is clear that a headquarters or a HUB should have more personnel and more dedicated gates.
If a bad scheduling of the airplanes forces the airport to assist the airline staff using shared gates or stairs, the airline must pay the additional airport staff and resources used to disembark the passengers and the use of shared gates must be much more expensive.
The shared gates must not add personnel hired by the airline. The airline hires personnel only for dedicated gates. That is why you must pay much more to the airport for the use of extra staff and the use of stairs.
